The governing number is 32 inches, the local frost depth. Footings bearing above it get lifted by freezing soil, and the damage shows up as cracked block, racked door frames, and a corner that rises every February and settles every April. Depth isn't a preference here. It's code, and it's the cheapest insurance in construction.
The soil adds its own layer. Clay till on the ridges holds water, and saturated clay against a foundation wall creates hydrostatic pressure - a live load pushing sideways on concrete. This is a basement region, so that pressure matters in a way it never does in the Sun Belt, and drainage belongs in the foundation plan from day one. Down in the valleys the outwash gravel bears and drains well, which changes the design again. Urban lots downtown and in the old neighborhoods bring surprises too: cinder fill, buried foundations from buildings demolished decades ago. It happens often enough that our estimates state what happens if we hit it instead of leaving that blank.
